Can anyone tell me if there are Hop on Hop off buses in the following cities:
Lisbon, Cadiz, Malaga, Ajaccio (Corsica) and Villefranche.

I can help a little with Lisbon. You can buy an all day pass that works on all the buses, trains, and trolleys. You can get anywhere with that pass. It even works on the elevator. The train picks you up right at the pier.
The hard part was trying to figure out where to buy the pass. Believe it or not after hours of walking we finally asked - The post office
Watch out for the pick pockets 
There is a hop on hop off as well - Google hop on hop off and city for the others

If you go to the map for Cadiz there is a good walking tour marked in red(take the map the markings on the street are well worn)
The port is at the top of the map marked No.38 with a blue ship.

you won't need a HOHO in Cadiz. It's easy to walk or grab a cab.
